The Sereazan City-States
The dygua hold no centralized form of government for their society. This is mainly due to how fragmented their society is thanks to how spread out they are. The world recongizes the Sereaz Archipelago, as the dygua’s ancestral home, but in truth their race has claimed far more territory as their own. As the predominant marine species, the dygua also rule over the seas connecting the realms to each other.
In addition to that, there exists an underground network of water filled tunnels known as ‘The Grid’ that connects to every brook, river, pond and lake in each realm. While they do not have a centralized government for their entire society, an extensive number of city-states (above water in Sereaz, and below it elsewhere) have cropped up to both coalesce and expand their influence.
While each of these differing city-states hold their own ideals and values, each recognizes Osuwain, the Goddess of Water, as their patron deity. It is their connection to each other through The Lady that binds the dygua together and has each city-state recognize both themselves and their fellow dygua as children of Sereaz.
Since each city state creates and follows their own laws, every type of government can be found across the vast territories the dygua control. Some city-states are lawless havens for criminals and outlaws, while others are authortarian dictatorships. Examples of republics, monarchies, democracies, and communism appear in their society.
A sprawling network of smaller settlements on the fringes of their society drives their domestic commerce as their native resources are used to fuel the city=state they are annexed into.
Regarding their military, each individual city-state only ever has the manpower to field a standing militia, but should the whole of dyguan society be threatened, then their aggressors would be met with a much more resounding martial force.
